Shackling Increases in the Thick of Outbreak

In reminder of the world mental health day on October 10, 2020, a national newspaper in Indonesia, Tempo newspaper, raised an issue regarding mental health topics amid the Covid-19 pandemic outbreak based on data obtained from the Ministry of Health. The Covid-19 health disaster caused cases of shackling for people with mental disorders to increase by 24%, from 5.000 to 6.200 and the possibility of these cases of shackling is more than the reports received by the Ministry of Health because so far people tend to cover their families who are shackled because of shame. The cause of cases of shackling during the pandemic has increased due to concerns that people with mental disorders who hanging around are at risk of contracting Covid-19, and implementation difficulties in health protocols, as well as inadequate health services for people with mental disorders. Currently hospitals and Community Health Centers (Puskesmas)are focused on treating Covid-19 patients and limiting the number of patients being treated to reduce the risk of transmission. According to Human Rights Watch data, there were about 57 thousand people with mental disorders in Indonesia who were shackled, and there were 15 thousand people who were still living in shackling until November 2019. Usually, shackling is done because their family cannot afford to take them to the hospital and the disturbed community believes that the mental disorder is caused by evil spirits or sins so the family prefers to consult with a shaman rather than being taken to a mental health service.
